Performance Improvements

In this release, the VIPM team has worked hard to improve performance in several areas:

• startup time ~2x faster
• check network for packages ~2x faster
• search for packages ~5x faster
• sort packages ~5x faster

We're confident that these efforts will be greatly appreciated by VIPM users.

Some Bug Fixes Too!

Additionally, we've worked to fix some important issues affecting users, such as mass compiling of source only VIs.
